The town council, upon consideration of the public health, safety and welfare and,
in particular, upon consideration of the health, safety and welfare of those persons
who use and operate motor and other vehicles upon such roads and rights-of-way, hereby
regulates the operation of motor and other vehicles upon such roads and rights-of-way.
