All streets and utilities in the town, hereafter constructed, both public and private,
as a part of any subdivision hereafter approved by the planning board, and town streets
and utilities, shall be built in such a manner as to conform to the minimum construction
specifications and requirements in this division, unless waived or modified by the
planning board as provided in the subdivision regulations in chapter 16, and in appendix
D to this Revision.
